The Ministère des Transports et de la Mobilité durable (MTMD), formerly known as Ministère des Transports du Québec (MTQ), manages approximately 30,000 kilometers of national and regional roads across Canada's largest province by area. Key freight corridors include Autoroute 20 (Trans-Canada), Autoroute 40, Autoroute 10, and Route 138 in northern Quebec. The Port of Montreal is one of the top container ports in eastern North America, and Quebec's highway network supports substantial freight flows for the province's manufacturing, forestry, mining, and agri-food sectors. The ministry administers commercial vehicle permits through its LSRE system, operates Québec 511 for real-time road conditions in French and English, and manages critical crossings of the St. Lawrence River.

Quebec has some of the most severe spring weight restrictions in Canada, typically running from March 15 to May 15. Load limits on provincial roads are reduced by 25–50% during spring thaw. Significant freeze-thaw cycles make road preservation a critical concern. Some municipal routes begin bans as early as March 1.

Notable Rules

Quebec has the lowest GVW limit in Canada at 59,000 kg on numbered provincial routes (vs 63,500 kg in other provinces). Width limit of 2.5 m is more restrictive than the 2.6 m standard elsewhere. Fuel taxes are among the highest in Canada. The Autoroute 20/40 corridor (Montreal–Quebec City) is the primary commercial freight spine. All carriers operating in Quebec must register with the SAAQ (Société de l'assurance automobile du Québec).
